    Electronic commerce has been introduced to the business community at a very fast pace. The Internet’s ease of use in particular resulted to a rapid growth of electronic transactions in a spontaneous manner. Governments world- wide are anxious to control this new means and have to balance between international cooperation and care for specific national needs. In this paper we examine the role of governments in the implementation of a national electronic commerce strategy. We argue that public authorities need to consider key stakeholders in the electronic commerce market and apply different strategies to different stakeholder groups

    This paper argues that a better understanding of the business model of web auctions can be reached if we adopt a broader view and provide empirical research from different sites. In this paper the business model of web auctions is refined into four dimensions. These are auction model, motives, exchange processes, and stakeholders. One of the objects of this research is to redefine the blurry concept of the business model by analyzing one business model, the web auction model. We show in this research the complexity and diversity of factors contributing to the success of the web auction model. By generalizing the results to the level of business model we also show how complex and diverse business models can be. Motivated by the lack of empirically grounded justification for the mixed business results of web auctions, this paper adopts a qualitative approach that includes telephone interviews with web auctions developed in different European countries.exchange processes;stakeholders;Web auctions

    Entangled Stakeholder Roles and Perceptions in Health Information Systems: A Longitudinal Study of the U.K. NHS N3 Network

    The combination of pervasive and complex technology and an increasingly challenging healthcare environment is the setting for this research study. As a longitudinal case study, the research tracked the development and implementation of a large private information systems network in the U.K. National Health Service (NHS). Using stakeholder theory, we unpacked the story of a complex network of stakeholder roles and perceptions and how they changed over time. Our findings suggest that favorable and unfavorable positions held by multiple stakeholder groups become entangled and that even the same focal group may adopt competing positions that undermine the adoption of the health network. As this situation develops, the policy and implementation of the broader health IT program becomes confused and destabilized. This study makes three contributions. First, it expands the literature on stakeholder theory in the IS domain. Second, it extends the managerial focus of stakeholder approaches to include policymaking in the diverse multi-stakeholder setting of healthcare. Third, it demonstrates how IS research can employ stakeholder analysis by adopting a broader, dynamic approach to identify different stakeholder groups and by focusing on their varied roles and views during the course of a large-scale health IT program

    A web of stakeholders and strategies: A case of broadband diffusion in South Korea

    When a new technology is launched, its diffusion becomes an issue of importance. There are various stakeholders that influence diffusion. The question that remains to be determined is their identification and roles. This paper outlines how the strategies pursued by a government acting as the key stakeholder affected the diffusion of a new technology. The analysis is based on a theoretical framework derived from innovation diffusion and stakeholder theories. The empirical evidence comes from a study of broadband development in South Korea. A web of stakeholders and strategies is drawn in order to identify the major stakeholders involved and highlight their relations. The case of South Korea offers implications for other countries that are pursuing broadband diffusion strategies

    Management information systems for community based interventions to improve health::Qualitative study of stakeholder perspectives

    Abstract Background Community based providers are well place to deliver behavioural interventions to improve health. Good project management and reliable outcome data are needed to efficiently deliver and evaluate such interventions, and Management information systems (MIS) can facilitate these processes. We explored stakeholders perspectives on the use of MIS in community based behavioural interventions. Methods Stakeholders, purposively selected to provide a range of MIS experience in the delivery of community based behavioural interventions to improve health (public health commissioners, intervention service managers, project officers, health researchers and MIS designers), were invited to participate in individual semi-structured interviews. We used a topic guide and encouraged stakeholders to reflect on their experiences.: Interviews were recorded, transcribed and analysed using five steps of Framework analysis. We applied an agreed coding framework and completed the interviews when no new themes emerged. Results We interviewed 15 stakeholders. Key themes identified were: (i) MIS access; (ii) data and its function; (iii) MIS development and updating. Within these themes the different experiences, needs, use, training and expertise of stakeholders and the variation and potential of MIS were evidenced. Interviews advised the need to involve stakeholders in MIS design and development, build-in flexibility to accommodate MIS refinement and build on effective MIS. Conclusions Findings advised involving stakeholders, early in the design process. Designs should build on existing MIS of proven utility and ensure flexibility in the design, to incorporate adaptations and ongoing system development in response to early MIS use and evolving stakeholder needs

    The socio-technical organisation of community pharmacies as a factor in the Electronic Prescription Service Release Two implementation: a qualitative study

    Background The introduction of a new method of transmitting prescriptions from general practices to community pharmacies in England (Electronic Prescription Service Release 2 (EPS2)) has generated debate on how it will change work practice. As EPS2 will be a key technical element in dispensing, we reviewed the literature to find that there were no studies on how social and technical elements come together to form work practice in community pharmacies. This means the debate has little point of reference. Our aim therefore was to study the ways social and technical elements of a community pharmacy are used to achieve dispensing through the development of a conceptual model on pharmacy work practice, and to consider how a core technical element such the EPS2 could change work practice. Method We used ethnographic methods inclusive of case-study observations and interviews to collect qualitative data from 15 community pharmacies that were in the process of adopting or were soon to adopt EPS2. We analysed the case studies thematically and used rigorous multi-dimensional and multi-disciplinary interpretive validation techniques to cross analyse findings. Results In practice, dispensing procedures were not designed to take into account variations in human and technical integration, and assumed that repetitive and collective use of socio-technical elements were at a constant. Variables such as availability of social and technical resources, and technical know-how of staff were not taken into account in formalised procedures. Yet community pharmacies were found to adapt their dispensing in relation to the balance of social and technical elements available, and how much of the social and technical elements they were willing to integrate into dispensing. While some integrated as few technical elements as possible, some depended entirely on technical artefacts. This pattern also applied to the social elements of dispensing. Through the conceptual model development process, we identified three approaches community pharmacies used to appropriate procedures in practice. These were ‘technically oriented’, ‘improvising’ or ‘socially oriented’. Conclusion We offer a model of different work approaches community pharmacies use to dispense, which suggests that when adopting a core technical element such as the EPS2 system of dispensing there could be variations in its successful adoption. Technically oriented pharmacies might find it easiest to integrate a similar artefact into work practice although needs EPS2 to synchronise effectively with existing technologies. Pharmacies adopting an improvising-approach have the potential to improve how they organise dispensing through EPS2 although they will need to improve how they apply their operating procedures. Socially oriented pharmacies will need to dramatically adapt their approach to dispensing since they usually rely on few technical tools

    Analysis of Barriers to the Deployment of Health Information Systems: a Stakeholder Perspective

This paper argues that the cross-analysis of barriers with stakeholders provides a richer picture than analyzing the barriers on their own, as most of the literature in this area does. To test this hypothesis, we used the data from 33 interviews across 19 different types of stakeholders that were involved in a telemedicine system for the Chronically-ill Patient. Our findings show encouraging results. For instance, it was found that the group of stakeholders who are directly related to the governance and policy-making identified most of the barriers. This finding may imply that this group is more aware of the challenges when implementing HIS, or it may suggest that this group poses more resistance due to the current economic and Organizational models in health care. It was also found that some barriers are cited by all stakeholders whereas others not, suggesting that some barriers may be more relevant than others
